The Governor’s Office of Planning and Budget (GOPB) has budget request forms that require evidence of effectiveness, with requests outlining the “evidence-basis” for associated programs. GOPB is currently modifying the forms by creating program categories based on the supporting evidence.

Utah statute requires agencies to set at least one performance measure for passed and approved budget requests >$500,000. Annually, GOPB collects agency performance measures within 60 days after the end of each legislative session. Agencies report their progress to GOPB and the Office of the Legislative Fiscal Analyst (LFA) by October 1 to support preparation for the next budget cycle. A Performance Measurement Playbook guides agencies on measuring outcomes rather than outputs to track return on investment. All performance measure data is found at performance.utah.gov and cobi.utah.gov. GOPB’s Results Management team completes efficiency evaluations and tracks results through robust performance measures to ensure wise and efficient budget utilization.
