Executive Order #4, Governor Carney’s Executive Order #4 established the Government Efficiency and Accountability Review (GEAR) to develop recommendations for increasing efficiency and effectiveness across State government, improve the strategic planning process, improve the use of metrics in resource allocation decisions and develop continuous improvement practices. The GEAR Field Team, Enterprise Services Delivery Team and P3 Task Force oversee nearly 163 projects and report project status, performance and ROI. GEAR has implemented Continuous Improvement Practitioner training for State employees (project management, LEAN and change management) with over 155 graduates. Continuous Improvement job classifications for Project Manager, Business Analyst, LEAN Analyst and Change Manager are being finalized. Through the training, projects and job classifications, GEAR is leading the building of a sustainable culture of Continuous Improvement to be more data driven with visible, repeatable, optimized processes with measurable outcomes.
Delaware has a Director of Enterprise Data, housed at the Department of Technology and Information (DTI). This role oversees a team that leads statewide data management, data modeling, data analysis, data integration, business intelligence, open data, and GIS-related work. There is a Delaware Open Data Council that includes members from all Executive Branch agencies to promote data sharing.
In the FY 2026 Operating Budget (HB 225 86 Del. Laws. c. 62) there are two sections of Epilogue language (legislative intent) that connects the government with external researchers: Section 56 enables the Office of Management and Budget and Controller General’s Office to contract with the University of Delaware and/or Delaware State University for statistical analysis of data for state operated programs, services, policies and/or procedures. Section 289 appropriates $17,930,300 to the University of Delaware to support academic research and public service programming.
Delaware House Bill No. 154 created the Delaware Personal Data Privacy Act which outlines how data are to be ethically collected and provides guidance on data privacy.
In January 2018, with support from the AISP Learning Community initiative, key members of the Delaware Governor’s Family Services Cabinet Council (FSCC) began collaborating to develop the Delaware Integrated Data System (DIDS) to jointly use information from multiple agencies that provide services to Delaware’s families. According to the launch announcement: “the system will help Delaware coordinate services and support young people and families in Wilmington who are at high risk of violence, and bolster the ongoing work of the Family Services Cabinet Council.” DIDS is hosted by the Delaware DOH and Social Services and the Department of Technology & Information (DTI).
DTI is also home to Delaware’s Open Data Portal which supports data sharing with the public and has over 400 datasets available.
The Government Accountability Act, tied to performance measurement, mandates agency directors to include performance measures in the budgeting process. This statewide system aims to align with agency missions by enhancing productivity, improving efficiency, reducing costs, and eliminating waste in delivering goods and services to taxpayers, customers, and state employees.
29 Del. C. c. 69 Pay for Success Contracts authorizes Pay for success contracts in Delaware. Under these contracts, outcome-based performance is sought, investors provide funding to state agencies that agree to repay investors if the program or service meets the performance measures and outcomes in the agreement. The Delaware Office of Management and Budget/Government Support Services Procurement Manual has Chapter 6 which covers active contract administration: corrective action reports, regular reporting by vendors and feedback loops prior to rebid or extension decisions.
